Funding Information - Singapore Training


There are various NTUC and government funding schemes which are aimed at encouraging small-medium enterprises to train and upgrade the skills of their Singaporean/Permanent Resident workers in Singapore. The following are the various training assistance for corporate sponsored trainee:

Skills Programme for Upgrading and Resilience - SPUR

About SPUR

SPUR or Skills Programme for Upgrading and Resilience, SPUR or Skills Programme for Upgrading and Resilience, is an enhanced financial support scheme developed by the Singapore Workforce Development Agency (WDA) in consultation with tripartite partners, Ministry of Manpower (MOM), National Trades Union Congress (NTUC) and the Singapore National Employers Federation (SNEF). Leveraging on the extensive CET training system built over the years to scale up training programmes, SPUR brings together the full range of skills upgrading programmes with enhanced financial support that companies and workers can tap on over the next two years.

SPUR For Employers

SPUR encourages companies affected by declining business to retain workers by sending them for training, as opposed to retrenching them. This will help employers to save on manpower costs, better manage their excess manpower during the downturn and at the same time, upgrade their workers to strengthen business competitiveness for the upturn.

SPUR For Workers

SPUR aims to redeploy unemployed workers as well as help in-employment workers to up-skill for new and better jobs. Employed and unemployed workers no longer need to wait for their employers to send them for training, as they can now sign up for training at CET Centres directly.

Skills Development Fund (SDF)*

This fund was established with the primary objective of encouraging employers to invest in skills upgrading of their workforce for WDA Accredited WSQ and NSRS courses, as such SDF is only available to trainees who are sponsored by their employer but not to individuals.

The amount of funding is subjected to the workers' age and educational level as stipulated in the table below:

40 years old and above,
with GCE 'A' Levels & below
Others
90% of course fee OR $11 per training hour, whichever is lower 80% of course fee OR $7* per training hour, whichever is lower

Skills Redevelopment Programme (SRP)*

The SRP is a national funding incentive programme which allows company to claim on the salary of their employee while they attending any WDA Accredited WSQ and NSRS courses during working hours, subjected to the rates displayed below. Employers can apply for both SDF and SRP at the same time for their workers.

Employees aged 40 & above with 'A' levels qualifications & below Other Employees
Absentee Payroll 90% of hourly basic salary
(capped at $10 per trainee-hour)
80% of hourly basic salary
(capped at $10 per trainee-hour)
Mandatory top-up by EMPLOYER for training conducted OUTSIDE working hours* 10% of hourly basic salary
(capped at $2.50 per trainee-hour)
20% of hourly basic salary
(capped at $2.50 per trainee-hour)

* Funding rates are subjected to change. No absentee payroll funding for on-the-job training. Please refer to WDA's site for the latest update on funding matters.

NTUC Education and Training Fund (NETF)

The NTUC Education and Training Fund (NETF)is an endowment fund, established with the objective of promoting, assisting, developing and sponsoring programmes for the development of skills and re-training of the union members, so that they remain competitive and employable in changing times. Please refer to NTUC's site for the latest update on funding matters for NTUC union members. For union members who are taking NTUC LearningHub courses approved under NETF, they will have to claim their NETF directly via NTUC's site .

Critical Infocomm Technology Resource Programme (CITREP)

This programme is targeted at infocomm professionals to equip them with critical & specialised skills to gain recognition for their competency. The programme supports training courses & certifications and helps to increase an organisation's competitive advantage & to enhance the employability of its staff.
