PSA/SLA Dangerous Goods Course

Target Audience

This course is suitable for all staff, whether from companies which specialise in transportation of dangerous goods or in just handling of general cargo, to gain a better understanding in identifying, booking, transporting and handling of dangerous goods.

Course Overview

As technology advances, more and more brand names conceal combinations of chemicals which, if analysed, may require special care in order to avoid being stowed with other cargoes with which they are incompatible. With this as the basis, the PSA/SLA Dangerous Goods Course (DG/PSA) is specially structured to help participants :

- Examine the physical and chemical properties that cause substances to be classified as dangerous goods
- Define the international and local regulations governing the carriage of dangerous goods by sea, road, rail and air
- Acquire techniques in applying IMDG Code
- Appreciate the safety guidelines in the segregation and safe handling and storage of dangerous goods

The Maritime and Port Authority of Singapore (MPA) has recently replaced the MPA grouping system that controls dangerous goods in the port with a system based on the IMO classes and UN numbers. The MPA (Dangerous Goods, Petroleum and Explosives) Regulations 2005 (the ”DGR”) were gazetted on 11 January 2005 and came into effect on 31 January 2005. Major changes to the “DGR” in line with the IMDG would be highlighted in the course.

Certification

A Certificate in PSA/SLA Dangerous Goods will be awarded upon successful completion of the course. Participants must fulfil 75% attendance and pass the required examination. Participant who fails the examination, will be granted a re-examination. In the event, if the participant did not pass the re-examination, he would have to re-enrol for the course if he wishes to obtain the certificate.

Funding Info

The course is an Approved-in-Principle (AIP) course under the SDF EasyNet with a support level of $2.00 per training hour. (Please note that the AIP status is subjected to renewal by the Skills Development Fund.) Sponsoring companies who fulfill the following criteria, are required to pay only the unsupported portion of the course fee to association :

- Participants must be Singaporeans or Permanent Residents or 3-year Work Permit Holders.
- Companies must be registered in Singapore and bear the full training cost.
- Only company cheques are allowed for payment of course fees.

As the association endeavour to qualify the course for renewal of AIP status each year, all sponsoring companies are required to sign a letter of undertaking in which they will undertake to bear the portion supported by the Skills Development Fund to the association should their sponsored staff fail to achieve 75% attendance and/or are absent from the examination.
