Zee Yoong Kang, Chairman

Zee Yoong Kang is the Chief Executive Officer of the National Trades Union Congress (NTUC) LearningHub (LHUB™). LHUB™ is the largest training services providers in Singapore, and promotes lifelong employability for Singapore workers by providing innovative, high quality and affordable learning targeted especially at rank-and-file workers.

Since joining NTUC in 2003, Zee served as Director (JobLink) and Director (Job Re-creation Department).  He was also the founding CEO of NTUC's Employment and Employability Institute (e2i).

Prior to joining NTUC, Zee worked at Bain and Co as a management consultant, handling projects in the IT, Heavy Engineering, FMCG and Government sectors. Before that, he served in the Administrative Service of the Singapore Government in various capacities in the Prime Minister's Office, Ministry of Foreign Affairs and Ministry of National Development.

Zee received his Bachelor of Arts (Philosophy, Politics and Economics) (Honors) from Oxford University and has a Master of Business Administration (Finance and Strategy) (Honors) from the University of Chicago Graduate School of Business. He is a member of the Board of Governors for Temasek Polytechnic and the Institute of Technical Education (ITE). He is also a Board Member of Educare Co-operative Limited and 1st Deputy Chairman for Singapore National Co-operative Federation (SCF), and serves as Commanding Officer of the 700th Battalion, Singapore Infantry Regiment.


 

Dr Gary Willmott, Member

Dr Willmott was appointed Deputy Chief Executive of the Singapore Workforce Development Agency in 2003. His key role then was to support the design, development and implementation of the national Continuing Education and Training (CET) system – now known as the Singapore Workforce Skills Qualifications System.

In 2008, Dr Willmott was appointed Executive Director of the Institute of Adult Learning.

Prior to coming to Singapore, he held senior positions in the vocational education and training sectors in Australia and worked as an academic and senior administrator in the higher education sector in Australia.


 

Dr Chan Mun Kitt, Member

Dr Chan is Director for Next U®, NTUC LearningHub’s latest initiative, focusing on developing a new breed of professionals who possess deep skills in their specific area of expertise, as well as broad knowledge of horizontal skills in areas such as finance, business operations and project management. Prior to this appointment, Dr Chan led the Business Development Unit at NTUC LearningHub (LHUB®) and has been actively involved in the setting up of new businesses and training entities both locally and overseas in China, India and the Middle East. Earlier, he was General Manager of the Workplace Safety and Health Training unit as well as Director of Corporate Services in LHUB® overseeing human resource, operations, facilities, finance and IT.

Before joining LHUB™, Dr Chan also worked at the NTUC Admin and Research Unit (ARU) for 10 years where he has been actively involved in union membership recruitment, customer service, skills development, human resource and industrial relations work.

Dr Chan was educated at Nanyang Technological University (BBus), Singapore; Chartered Institute of Marketing, UK (GradDipM); PSB Academy (Cert™); and the University of Leicester, UK (MBA). He attained his Doctorate in Education (EdD) from the University of Durham, UK.


 

Suresh H Punjabi, Member

Suresh is responsible for the growth of the Industry Skills unit which includes Vocational and Technical Training (VTT) programmes such as WSQ Security and Manufacturing, NSRS Cleaning, Trades and Pharmaceutical training.

Prior to this, he was the General Manager for Business Development, helping to launch the first vocational training programmes for LHUB™ while leading business development activities with strategic partnersand new clients. He was also General Manager for Continuing Education and Training (CET). Suresh was instrumental in the launch of the soft Skills offerings and Employability Camps as well as implementation of WSQ - Employability Skills system in LHUB™.

He was educated at the University of Wales (BSc, Hons, Business Computing and IT), RMIT University (M Bus, IT) and Nanyang Technological University (MA, Education Management).

Cindy Tan, Chair

Cindy spearheads both the Human Resource and Capability Management Departments. She is responsible for the overall provision of human resources services, policies and programmes. She also oversees the standards and policies pertaining to trainer management, curriculum development and the quality of the LHUB™ training delivery experience.

With more than fifteen years of regional human resources experience in the service industry, Cindy has held human resource management and development positions in various dynamic retail organisations. She has led various human resources initiatives with the objective to enhance the human capital performance of these organisations.

Cindy received a Bachelor of Accountancy degree from the National University of Singapore.


 

Vasakee Paul, Member

Vasakee is responsible for the growth of Professional Development programmes that are relevant to the Professionals, Managers, Executives & Technicians (PMETs) in the workforce.  These programmes include Business Skills, Leadership & Strategic Management, Service Excellence, Sales & Marketing & InfoComm Technology trainings.

Prior to this, she was responsible in setting up & managing an IT Training business in India & Vietnam. She was also responsible for Business development & management of overseas centre operations, as well as running the Singapore Operations for an IT & Business Training Provider.

She was educated at the National University of Singapore (BSc) and University of Southern Queensland (MBA, International Business).


 

Vicky Wong Yoke Woon, Member

Vicky is responsible for the growth of the Employability Campus which includes Employability Skills Workforce Skills Qualifications (ES WSQ) programmes such as Workplace Literacy and Numeracy (WPLN), Service Literacy Test (SLT) and Workplace Skills (WPS). 

With more than 6 years of experience dealing with the Continuing Education and Training (CET) in Singapore, Vicky has held various positions to spearhead the importance of adult training. She was instrumental in setting up the then CareerLink@ntuc & wda in 2003, launched the Job Re-Creation Programme in 2005 and set up the Employment and Employability Institute (e2i) which was officially launched by Prime Minister on Feb 2008. .

Prior to heading the Employability Campus, she was the Deputy Director with the Employment and Employability Institute (e2i), looking after business initiatives with strategic partners in the New Manufacturing Technology, Professional and Public Sectors. She was also a key implementer for new intervention programmes for Professional, Managerial, Executive and Technical People (PMET) during the downturn in 2008/2009.

Vicky received a Bachelor of Arts Degree and a Bachelor of Social Science Degree (Honours) from the National University of Singapore.

 


 

 

 

Angeline Thia, Member

Angeline oversees the Capability Management Department of LHub.  She is responsible for driving the training quality through trainers management and curriculum development and management.  

Angeline has 15 years experience in the educational sector managing student enrolment, examination and student support services.  In her two year tenure at the Singapore Workforce Development Agency, Angeline was involved in the implementation of the Employability Skills framework, the development of the Service Excellence Framework and was instrumental in the development and delivery of the S2006 Customer Service Training Programme.  

Angeline received a Bachelor of Arts from the National University of Singapore and a Master of Public Administration from the Lee Kuan Yew School of Public Policy, National University of Singapore.
